I think the authors analysis doesn't address deeper, systemic issues. I would guess that a lot of the students who act up in school come from broken homes and live in poverty. It would be difficult to concentrate on school work if you're being abused by a caretaker or if you're not sure you will have enough food to eat. The underlying issue is wealth inequality.
